A la fecha de la renuncia del Chuchin, el 15 de septiembre de 2011, García Padilla era “autor” de 428 proyectos de ley y resoluciones. De éstas, sin embargo, 118 son firmas de co-autoría o donde aparece firmando detrás de otro legislador autor principal de la medida. Por tanto, García Padilla era, verdaderamente, “autor” principal de 310 medidas legislativas.
